Proposal by Jason Werner regarding North Olmsted Recreation Center - Zone property at 26000 Lorain Road as being used only for recreational purposes with clear definitions for sports activities and senior citizen activities
- Eliminate Parks and Recreation Department
- Create Parks Department as a result of elimination of Parks and Recreation Department
- Sell property and building at 26000 Lorain Road for 50 to 66 percent of the estimated value to allow room for expansion to create business
- Collect real estate taxes immediately per discounted sale
- Institute laws governing recreation in the City
- Begin discussion of golf course zoning and potential sale
SWOT ANALYSIS for current Recreation Center compared to new corporate-owned facility Strengths - Current complex boasts ice rink, which is rare in the area
- Current competitive pricing
- Current full control of operations with continued government approval
Weaknesses - Current lack of expertise by City ownership and operation
- Current inability to increase business
- Current funds being spent by people whom do not own the property or business
- Small facility, which cannot compare to neighboring recreation centers
- Currently very slim chance of job promotion
- No guarantee City will be able to obtain funds for expansion
Opportunities (for a corporate-owned and –operated recreational facility) - New business for banks
- More accountability by owner and management to spend their own money wisely
- Increased business for local companies
- Increased jobs under the facility and in the leased spaces of business
- Perpetual possibilities for expansion as equity can be drawn against building
- Everything is available right now through a company rather than asking taxpayers for more money
- Much nicer senior center
- More taxes paid to the City through new jobs
- More real estate taxes paid to help Cuyahoga County and North Olmsted City Schools
- Arguably easier to pass future levies by not having to ask for taxpayer dollars for recreation center expansion (i.e. North Olmsted City Schools)
Threats - Residents could work in a different city or move to a different city because their local recreation center does not appeal to them, as it is extremely small
- Arguably less control of pricing when sold to a corporation
- New company at 26000 could go out of business resulting in no more recreation for North Olmsted residents
